[CHROME EXTENSION] Github url-to-new-repo

I love the Github url scheme because it's so predictable - (name|organization)/(reponame).

What if we could save a (trivial) amount of time by cutting right to the chase, and putting the URL in to make the repo?

No side project would be complete without a reference to this xkcd
